Singapore’s investigation of a Sept. 28 fire may force Royal Dutch Shell Plc (RDSA) to keep its largest oil refinery shut through the middle of October.
The Manpower Ministry probably will provide an update on its probe next week at the earliest, a spokeswoman said today, declining to be identified because of government policy. Full story
